Stakeholder Engagement and Materiality Management

We deeply understand that the management of sustainability issues is key to a company's continuous improvement and long-term development. This involves how an organization integrates internal resources to address these issues, formulates relevant management policies, and engages in communication with stakeholders at various stages. Through diverse channels, we collect relevant feedback and suggestions to integrate them into our corporate operational planning.

Phase 1 Understand the Sustainability Context of the Organization

Stakeholder Communication and Engagement

The Company comprehensively evaluates global sustainability trends and FPCC's business development goals, and collects sustainability issues that stakeholders are concerned about through different communication channels. FPCC's 8 main stakeholders were identified through collaboration by relevant units and the President's Office, with reference to the AA1000 Stakeholder Engagement Standard (SES).

Stakeholder Identification Method

Stakeholder Identification and Communication Results

FPCC has a corresponding department that mainly communicates with each type of stakeholder, and tracks and evaluates the effectiveness of communication. The purpose of engagement is to evaluate the overall communication effectiveness and improve the quality of two-way engagement, in which the highest governance unit directly participates in communication with employees and shareholders/investors, and verifies the results of communication with other stakeholders through the Sustainability Report every year.

Phase 2 Identify Actual and Potential Impacts

Identification Factors

A total of 14 "Sustainability Issues" were integrated by consolidating relevant "Organizational Impact Factors" and "Financial Factors."

Impact Factors

FPCC identified 91 impact factors by benchmarking against global standards and sources, including SASB, TCFD, the Sustainable Development Best Practice Principles for TWSE/TPEx Listed Companies, ISO 26000 Guidance on Social Responsibility, international ratings, industry-specific issues, the UN Sustainable Development Goals (SDGs), global megatrends, and media reports.

Financial Factors

To assess FPCC's operational risks, the Company conducted a comprehensive inventory of factors with past or potential future financial impacts. This assessment evaluated two major pillars―"Financial Risks" and "Financial Opportunities"―resulting in the identification of 66 financial factors.

Material Topic Analysis and Prioritization

FPCC adopted a double materiality assessment to evaluate the significance of sustainability topics. The X-axis represents the impact level of these topics on the external environment, derived from questionnaire feedback gathered from the management team and stakeholders. The Y-axis measures the financial impact level of these topics on the organization. The criteria for assessing financial impact encompass the costs invested, historical penalization or fine incidents, and potential future financial implications.

Questionnaire Distribution Mechanism and Respondent Profile

Distribution & Analysis: Supported by the functional units of the President's Office and various business divisions, the questionnaire distribution process engaged a three-tier analysis (High, Medium, Low) to identify topic materiality. The evaluation assessed the risks and opportunities of each topic across two core dimensions : "Financial Impact on the Organization" and "Impact on the External Environment."
Response Summary : A total of 204 valid responses were collected, including :168 Stakeholder questionnaires and 36 Executive management questionnaires.

Phase 3 Assess the Significance of Impacts

The degrees of positive and negative impacts for each sustainability topic were determined based on the ratio of positive to negative factors within the double materiality assessment. Specifically, the negative impact factors were analyzed based on their actual versus potential occurrences and calculated using weights derived from mitigation priority.
