Implementing Active Risk Management Measures and System

Management Approach (MA) for Material Topic

Implementing Active Risk Management Measures and System

The Company adheres to the concept of "pollution prevention and risk control" in the design of new plants to ensure sustainable management. We also established and maintain an EHS management system with the spirit of getting to the bottom of things and continuous improvement. In 2014, we adopted the EHS policy to "strictly abide by the law, strengthen communication, pollution prevention, environmental protection, hazard identification, workplace optimization, involvement of all employees, and continuous improvement," and the entire company passed ISO 45001 : 2018 management system verification.

Besides complying with government regulations, we implement process safety management (PSM) based on technical documents issued by the U.S. OSHA, PSM laws and regulations, and the CCPS of the AIChE.

We regularly review and communicate implementation results of safety and health goals through the EHS management review meeting and Occupational Safety and Health Committee, make adjustments at any time, and track the improvements in implementation measures achieved through PCDA.

Precision Risk and Traceability Investigation Management

All of our plants comply with the ISO 45001:2018 standards, and the United States Occupational Safety and Health Administration (OSHA) and Process Safety Management (PSM) standards. We have established hazard analysis team to conduct regular and irregular hazard identification and risk assessments for routine, non-routine, and production process changes. Improvement measures are implemented based on these assessment results, Clear deadlines are set for completing these improvements, and the PSM officer responsible for each plant is responsible for tracking the results achieved by implemented measures, effectively reducing process and operational risks.

Each plant conducts regular inventories of the chemical products used each year pursuant to law, creating a list of chemicals (for SDS management and maintaining GHS hazard pictograms) and inspecting firefighting equipment, replacing any defective equipment found. Regular emergency response training is also conducted to prevent occupational disasters.

In response to incidents, false alarms, abnormal situations discovered in the work environment, or non-compliance with laws and regulations, we immediately initiate a non-routine risk assessment. Through continuous risk identification, improvement, and tracking mechanisms, we aim to reduce potential hazards, prevent occupational disasters from happening, and ensure employee safety and operational stability.

Occupational Accidents and Accident Prevention Management

All workers within the Company's workplaces (including contractors and laborers) and visitors who discover a risk of immediate danger while performing their duties in the Company's workplaces may arbitrarily stop work and retreat to a safe place, as long as it does not endanger the safety of other personnel. They shall report to the Company or relevant personnel on improvements to reduce risk and prevent accidents.
